A BOARDED up flat with no outside wall is being rented out in a crumbling city tenement.

Landlords of the flat in Ibrox, which is missing a window and outer wall, are renting out the property for £200 a month.

An investigation by the Evening Times can reveal landlords Brian and Dorothy Levine, who live in a five bedroomed townhouse in Giffnock, have been leasing the flat to a young man for the past year.

The man is understood to work for an associate of the couple.

Windows on three of the flats in Ibrox Street were torn down by the council in September 2013 as they were deemed unsafe.

Since then, the flats have had their window spaces boarded up with wood and plastic tarpaulins and pigeons can be seen nesting on the outer ledge.

During bad weather, it is understood the covering does not provide adequate protection from the wind and rain and water frequently pours in to the flats.

As reported in yesterday’s Evening Times, ground floor resident Arthur Gilmour told of how he has faced two years of hell living below the windowless homes.

Holes have appeared in his ceiling, and water pouring down his walls has destroyed his possessions and furniture.

Landlord Brian Levine has defended the decision to rent out the flat and said Glasgow City Council were still charging council tax on the property of more than £800 a year.

He has also criticised the council’s handling of the repairs fiasco which is having a devastating effect on those still living in the building.

Mr Levine said: “There is a chap living there just now.

“There is a full partition in front of the bay window so you can’t fall out, it’s perfectly safe.

“The reason we have done that is because the council refused to remove the council tax from those three flats.

“They have deemed it safe, we have it in writing.

“We’ve put someone in on minimal rent.”

He said the local authority has shown “total incompetence” in their handling of the property’s issues.

He said: “It has taken far longer than it should.

“[Building control] arrived in September 2013...They put fencing round [the bay window] and removed the tenants at 5pm on a Friday evening.

“They told us in November they were removing the bays, and they sent us a fat bill, most of which was completely untrue.

“There’s a chap in the top floor flat who has water gushing in to his place.

“It has been total incompetence all the way round, we’re very angry.”

Property management firm Edzell, who are listed as contact details for the property on the landlords register, said they did not know about the flat rental.

A council spokesman also claimed the local authority were unaware that the flat was being rented out, and sent officers to inspect it once we alerted them but they were unable to gain access.

A spokesman said: "The structural danger was taken care of by the removal of the defective oriel window construction and our Building Control team has had no involvement since that time.

"Once the structural danger is removed it is up to the owners to re-occupy or not.

"The owners of the properties at this address have had the opportunity to take part in a voluntary repairs scheme, but have not done so as yet."
