The health board plans to close a Glasgow hospital and shift maternity and paediatric services from other areas to the city to save tens of millions of pounds, according to a leaked report.

The plans, to save almost £70m, include closing Lightburn hospital in the east of the city with 700 patients affected.

It also proposes to move paediatric services from the Royal Alexandra in Paisley to the new Children’s Hospital at the Queen Elizabeth in Glasgow with 6500 “episodes of care” moving to the city.

Maternity services at the Vale of Leven in Dunbartonshire and at Inverclyde Hospital in Greenock would shut and move to the RAH and the Queen Elizabeth.

The moves are expected to save the health board almost £70m, 3.3 per cent of the budget, but further cuts could still be needed.

The report, seen by the Evening Times, shows £21m is still to be found to meet savings targets.

The detail comes just months after we exclusively revealed Lightburn, which was once saved from the axe by then health secretary Nicola Sturgeon, was facing closure as part of a multi-million pound cost-cutting plan.

Labour’s Public Services spokeswoman Jackie Baillie raised the issue with MzSturgeon at First Minister’s Questions and said before the election the SNP said no changes would be approved that was counter to the Government’s plans for the Vale.

Ms Baillie focussed on the Vale in her constituency. She said: “Will the First Minister keep her promise to my constituents so that babies will continue to be born at the Vale?”

First Minister said she was not aware of the document. She said: “I am not aware of the document that Jackie Baillie has, to the best of my knowledge, I have not seen it, and I would be happy to receive a copy of it but I am sure that what she has just read out are, at most, proposals. Let me be very clear about this Government’s commitment to the Vision for the Vale: we will continue to take forward that commitment.”

Anas Sarwar Labour health spokesman said: “During the election campaign the SNP made public promises on Lightburn Hospital, on maternity services at the Vale of Level Hospital and on Paediatric services at the RAH.

“The SNP made promises, they must keep them. These cuts to local services and broken promises will be of huge concern to local residents and will only add even more pressure to our already over-stretched NHS staff.”

A spokeswoman for NHS GGC said: “The Board is planning to engage with the public and patients on a range of service changes during this year with a view to making final decisions in late 2016. Changes being considered include a redesign of midwifery-led services within Greater Glasgow and Clyde.

“Formal proposals will go to the August meeting of the Board and, if approved, the proposals will then be the subject of a full public engagement with an expectation that a final decision will be reached by the Board at the end of the year. That decision will take account of the outcome of the current national review of maternity services.

“When the Vision for the Vale was approved in 2009, this included a commitment to sustain and promote the service for a period of three years to encourage more women to give birth locally at the unit. In spite of this, the number of births at the unit has continued to decline, to the current figure of around 60 a year. ”

In 2011, NHS Greater Glasgow and Clyde wanted to transfer services from Lightburn Hospital to Stobhill and Glasgow Royal Infirmary, saving £650,000 a year.

Ms Sturgeon intervened after more than 7,000 people signed a petition to save the 120-bed facility, near the city’s Cranhill park.
