The owners of an A-listed home in Glasgow’s west end which was controversially pulled apart by a construction company have been given the green light to rebuild it.

There was an outcry in February when the 170-year-old property in Kirklee Terrace Lane was systematically deconstructed.

The two-storey building adjacent to the Botanic Gardens was one of several homes just off Great Western Road designed and built by architect Charles Wilson in the mid-1800s.

Previous owners include the first artistic director of Scottish Ballet, Peter Darrell, who lived there for thirty years before his death in 1987 aged 58.

The property was purchased from Alan Crumlish by Michel and Margaret Soukop for £605,000 in August 2014, according to Registers of Scotland.

Council planners rubber stamped plans for a single storey extension three months later.

But contractors CBC Stone said walls “failed” during the upgrade and the building had to be “taken down by hand”.

Their report on the council’s website said: “These works to the front, gable and rear elevation were all carried out within a very tight timescale, between the 8th and 14th February 2016, and although we acknowledge were outwith the intended scope of original consents, we consider were carried out in good faith and to maintain a safe working area.”

Glasgow City Council planners have now rubber stamped a retrospective application for the ‘partial demolition of dwellinghouse and erection of replacement dwellinghouse’.

But the owner could yet face sanctions.

A council spokesman said: “The action taken so far is the serving of enforcement notices regarding the unauthorised alterations that led to the collapse of an A-listed building.”

Meanwhile, CBC Stone is expected to press ahead with the rebuild in the coming weeks.

A spokesman for the firm said: “The new works to comply with the planning permission and building warrant are effectively a variation of the earlier contract with CBC.

“The company plans to move forward with the works, taking account of the designs granted by Glasgow City Council.”

When the home went on the market in 2014, Kirklee Terrace Lane was billed as a “hidden village” with a “particularly peacefully quiet rural ambience”.

The properties were A-listed in the 1960s but the replacement home to be constructed on the site of number 11 is unlikely to be considered for such prestigious status.

A decision on whether the building remains on the statutory list is taken by ministers, based on advice from Historic Environment Scotland.

A spokesman for Historic Environment Scotland said: “Although any building can be proposed for listing, it would be extremely unusual for us to assess a new building.

“We usually require a historical perspective to assess whether a building is of special interest and should be listed. The ‘rule of thumb’ for that period of time tends to be at least 30 years.”

Peter Bell, Conservation Advisor to the Listed Property Owners’ Club, described the removal of 11 Kirklee Terrace Lane as “regrettable”.

He said: “Buildings are listed for the benefit of the nation, not only for this generation but for those which follow.

“However convincing the rebuilding of 11 Kirklee Terrace is, it will be substantially a new building and will have lost much if not all of its historic significance and most of its original character.”

He added: “It will be a matter for the local council to decide what punitive action should be taken against the owner and the builder.”

The owners of the property could not be reached for comment.
