David Cameron's former spin doctor Andy Coulson and ex-News International chief Rebekah Brooks will be charged as part of the investigation into alleged corrupt payments to public officials.
The Crown Prosecution Service said that five people are to face action.
They include Coulson and former News of the World royal reporter Clive Goodman, who are to be charged with two conspiracies relating to alleged payments to public officials in exchange for information.
