FIVE HUNDRED litter louts have been reported to prosecutors for not paying their fines.

They now face being taken to court to stump up the £50 penalty after they were caught littering Glasgow's streets.

As reported in the Evening Times, 8000 people have been hit with on-the-spot penalties.

Just under 60% of the litter bugs have now paid up - a slightly higher percentage than those who fork out for similar fines such as for illegal parking.

But the rest - around 3200 - have refused to pay.

Clean Glasgow bosses today revealed 502 have now been referred to the procurator fiscal, with 710 awaiting referral and three offenders already waiting for a date to appear in court.

The status of the remaining outstanding fines are either within the 14-day period which people have to pay or are the subject of appeals.

In December, the Evening Times named and shamed thousands of culprits caught dropping litter.

Council bosses said those who had not paid wouldn't get away with it. And the figures for the numbers reported to the fiscal show they meant it.

Glasgow City Council Leader Steven Purcell said: "We are committed to enforcement as part of the Clean Glasgow campaign, and as such we are determined that offenders will not be allowed to get away with non-payment of fines.

"We will continue to refer all unpaid fines from over 16s to the procurator fiscal and work with under-16s who don't pay their fines on alternative sanctions such as community work.

"Clean Glasgow is primarily an education campaign, however, a tough line on enforcement shows we are serious about improving the cleanliness of our city and that those who continue to disregard the law will not go unpunished."

The fines are part of the Clean Glasgow campaign to tidy up the city, which began a year ago and is supported by the Evening Times.

They are issued by uniformed officers - dubbed mean teams' - to anyone spotted dropping litter.

The latest move has been a controversial plan to target young litterbugs with officers patrolling outside secondary schools and issuing £50 fines to kids dropping rubbish.

The campaign has also seen 200 new city centre bins fitted with ash trays; neighbourhood clean-up programmes; 11 new mobile CCTV units; a 28-strong anti-graffiti squad and 11 mobile graffiti clean-up units.

Dear, dear, I know that education is not Mr Purcell's strong point, so I will keep this simple and enlist the help of Scotland's leading quality newspaper. Mr Purcell, what part of the following headline do you NOT understand:

i wonder how many people have given the wrong details and if they have got away with it?

im sure many people may know other peoples full details so could easily give them out to these wardens and wing it....

I always wondered how they would enforce it. It's not like you have a registration plate hanging round you neck.

They should take a photograph (mugshot) of the litter louts and if they provide a false address post it on a website with a £50 reward for their details. Once caught fine the louts £250 for the original fine, time wasting and reward for the informant.

Sir, do you harbour aspirations to hold high public office?

Do you by chance have a spare few hours a month to visit Glasgow City Chambers and live the good life?

Do you revel in seeing your photo in the paper daily?

Why? Because that is exactly what Mr Purcell intended doing... until his legal team informed him that one cannot publish someone's photo without a crime having already been proven.

Id love to be a fly on the Fiscals wall re the vast number of cases reported.It used to be a warning letter from the PF for street litter offences.Now though it is clearly a political agenda to make the Council look good and places extra pressure on the Fiscals office.

As if the courts don't have enough to deal with, now they're going to have to put up with this as well!!!

"Did you drop a piece of paper in George Square on Nov 12, 2007?" "Naw big yin. Ah wiz stawnin watchin them burds what crap everywhere, when a dod of paper blew up aff the grun, clocked me in the face, then wan eh them dafties in green telt me a'hd drapped it!!"

How long before the ET prints the names of the people who've refused to pay the fines? Oh wait...

So its 500x50, whats that for a whole £25,000. I wonder how much it costs to put the case through court. Any answers anyone ?

What happens if say two hundred or so of these offenders plead not guilty, will they face a trial by jury and at what cost,wittnesses,juro
rs prosecutors,defence and if the offenders is entitled to legal aid that's another extra cost to the taxpayer and less money for services.And at the end of the day if found guilty may not even face a fine depending on social circumstances.

The courts are overstretched by the tactics of unscrupulous lawyers, immigration hearings and the like as well as the criminals thenmselves!!
Excuses like, "it blew up off the ground, hit me and fell back down" ARE enough to install a doubt in the mind, therefor a not proven guilty would be expected. What a waste of time and money.
By the way, at the lawyers last week (again) on a child custody case ......... the other half and I were the only white people out of 26 in the waiting room!!!!!!! How much is THAT costing us?????????
Every one of them on expensive mobile phones whilst waiting, no doubt we are paying for that too.

I'm sure their measured response would be along the lines of that given by a representative of the children's hearing system who said the following last week about possible additional referrals to them of children:

"We are appalled at the thought of an extra flurry of referrals. We can't cope with that."

Just what they think privately about the behaviour of this inexperienced, failing council leader probably couldn't be printed on the pages of a family newspaper!!!

If anyone had any they would be out by now. Mr Purcell is the best thing to happen to glasgow for years and gutter snipes like you should leave off. Labour are delivering that is your problem.

what makes me laugh is where i live our weekly uplift has to be put out at front courts but council didnt tell us we had to rely on someone who work for them to tell us used to have to put it out on the back courts so our back has mattresses and alsorts and the guy that works for them he doesnt even put his own bin out his mates come to the backcourt to pick it up for him but if we forget to put our bins out left for another week why i pay the same council tax as him

Frank you sad delude little labourite go & recheck your fact..Labour have failed to deliver anything of value, they play on the publics fears & run stupid campaigns that tie up the legal system allowing more serious crime to go unpunished..
