ALISTAIR DARLING put the boot into booze, gas guzzlers and smokers today as he unveiled his first Budget.

He put up alcohol duties by 6% above inflation from midnight on Sunday. The move puts 4p on a pint of beer, 55p on a bottle of spirits - and 14p on a bottle of wine.

The Chancellor said alcohol duties would increase by 2% above the rate of inflation in each of the next four years.

BUDGET AT A GLANCE:

ALCOHOL:
Beer up 4p a pint, wine up 14p a bottle, spirits up 55p a bottle. Rises above inflation for four years.

ROAD TAX:
Major green reforms. Cleanest new cars pay nothing in first year from 2010.

FUEL DUTY:
0.5p rise per litre in real terms from 2010. Rise scheduled for April put back to October.

TOBACCO:
11p rise in price of a packet of 20 cigarettes and 4p on five cigars from today.

CHILD BENEFIT:
From April 2009, rate for first child to rise to £20 a week.

TAX CREDITS:
Child element of child tax credit up £50 a year above inflation. Working family with one child to gain up to £17 a week.

PLASTIC BAGS:
Legislation to come into force in 2009 to impose a charge on single-use carrier bags if progress is not made on a voluntary basis.

STAMP DUTY:
From today, stamp duty on shared-ownership homes will not be required until buyers own 80% of the equity in their home.

PENSIONERS:
Winter fuel payment to increase from £200 to £250 for over-60s and from £300 to £400 for over-80s.

SAVINGS:
Annual ISA investment limit to increase to £7,200 from next month, with the amount held in cash rising to £3,600.

INCOME TAX:
No change to measures announced in 2007. 20p basic rate to be introduced in April.

Mr Darling also set out plans to overhaul the vehicle excise duty system and introduce a new "showroom tax" to hit the drivers of the most polluting vehicles.

He offered some respite to motorists today by postponing April's scheduled 2p-a-litre rise in fuel duty until October.

But he added fuel duty would increase by 0.5p a litre in real terms from 2010.

And in a further bid to boost his Green credentials, he warned that he would legislate next year to impose a charge on disposable plastic bags unless the retailers took action to curb their use.

He also chose today - No Smoking Day - to put 11p on a packet of 20 cigarettes from 6pm, and 4p on the price of five cigars.

The Chancellor said his "responsible" measures would enable him to take further measures to cut child poverty.

Mr Darling also told MPs his Budget would help tackle climate change and help hard-working families.

He said: "The core purpose of this Budget is stability - now and in the future.

"And its core values are fairness and opportunity."

Mr Darling promised an increase in child benefit for the first child to £20 a week from April 2009 - a year earlier than planned. He also promised to increase by £50 a year above inflation the child element of the Child Tax Credit for families on low and middle incomes from April next year.

"This means that a family with two children, earning up to £28,000 a year, will be over £130 a year better off," he said.

Other key changes in the Budget, included: PENSIONS: The winter fuel payment for over-60s up £50 and for over-80s up £100.

SCHOOLS: An extra £10 million over five years to improve science teaching. Outside contributions will bring this up to £30m.

There will also be £60m over three years to boost skills for those entering the labour market.

TRANSPORT: He plans new measures to speed up airport immigration.

Road pricing could fight congestion, so there will be new funding committed to its development.

HOUSING: There will be 70,000 new affordable homes each year. Shared equity schemes will be extended, and stamp duty scrapped until owners have 80% equity in these homes.

He's seeking more flexible mortgages, offering 10, 20 and 25 year fixed rates.

ENVIRONMENT: Urgent action is needed, with the target to reduce carbon emissions by 60% possibly extended to 80% by 2050.

There will be £26m next year to help homes cut their carbon footprint, and new non-domestic buildings should be zero carbon by 2019.

The expansion of Stansted and Heathrow airports is being supported by the Government.

And road tax should support lower emission cars. From 2009 there will be new bands for the most polluting cars.

From 2010, lowest emission cars will pay no tax in first year.

BUSINESS: The Chancellor pledged more help for small businesses, with capital gains tax remaining at 10%.

He plans an extra £60m for the Small Firms Loan Guarantee Scheme, which will be extended to all small companies.

And there's a new target of 30% of Government contracts for small firms.

Despite his pledges, the Chancellor was forced to slash his forecasts for economic growth and announce a big increase in Government borrowing.

However, he insisted he would still meet the "golden rule" of only borrowing to invest and delivering balanced budgets over the course of the economic cycle.

Mr Darling finished his speech at 1.21pm - after just 50 minutes.

Conservative leader David Cameron told the House of Commons: "The Chancellor and the Prime Minister live in an entirely different world from everybody else. The cost of living is going up and Labour is making it worse."

As everybody knows the putting cost of alcohol up does little or nothing to stop the most ardent and determined of drinkers - this cheap stunt of the Chancellors - at an expensive price to us the public is an unimpresive, and soft option to take.


Wheres the more immediate incentives for people who recycle the most to get reductions in their Council Tax ?


Rewarding people who "Car Share" as a deliberate measure to cut car useage - and volume of cars on the roads!


Better funding given towards Alcohol treatment centres, rehabilitation - and A.A. Councilling - in conjunction to more expensive drinks.

The flaws in this budget are clear to see - these are just a few - clearly Mr Darling was never cut out to be Chancellor, unlike his more intellectual, if not ruthless predecessors: Gordon Brown, and Kenneth Clark before him!

Without immediate and cheaper incentives for people to live a cleaner, greener and more sustainable lifestyle - why should people bother to make that extra effort right NOW!

Do we not count, do we not pay tax?..No wonder my wife & I are emigrating to Canada in Nov this year, i am sick of this labour government who last face it are more right wing than the Conservatives..

The current administration is leaning far too much towards fining people for disobedience, rather than rewarding people for positive attitudes (like people power mentioned re: recycling). Things like the car pool lane in the US, where cars with three or four people are allowed access to bus/taxi/cycle lanes might help on that front. Perhaps a healthy lifestyle should mean smaller NI contributions?

Positive initiatives which don't drain the finances of the public are in dire need, and steps must be taken to combat the current gloomy outlook for the future.

And polititians MUST be held accountable and not be rewarded when things go wrong, as all this does is erode whatever trust in the administration we have left.

Oh what a surprise budget!! No more anti social behaviour as the underage boozers can’t afford their drink after a massive 14p a bottle increase, I bet the monks at the abbey are now updating the cv’s and applying for jobs in a call centre as all the neds won’t be able to afford their usual tipple AYE RIGHT!!!!

11p on a packet of 20 cigarettes will do nothing to stop the stinking habit as most will claim that they are addicted and should not be punished but given cash in the form of stop smoking centres. Why doesn’t he put up a packet of 20 by £5 and give the money direct to the NHS as its all that sort who occupy the beds and cost the taxpayer a fortune.

Child benefit goes up from April 2009 so expect a massive increase of teenage single mothers around this time all who will all claim they didn’t realise they would get pregnant that way and the baby was a total surprise. AYE RIGHT!!!

What a life-changing budget…………….

Tax people for HAVING children, they are a drain on society.

Why doesn't the Evening Times just print the Headlibne - same as last year's budget - all things ever do is go up in price - the usual!

If you can afford it and you have money to burn, it makes no differencve compared to those who speand probably over £100 a week on booze.

Why can't they legalise drugs and tax them instead? I'm sure those who spend over £100 a week on Cheeko for example wouldn't miss a cheeky wee ten pounds on top to go towards helping deprived people!

Sounds fair to me!

Three months ago the Government started to wage their spin and propaganda campaign against "Booze Britain."
The tv news videos obligingly followed the party line and only portrayed underage drinkers in parks and people coming out of the pubs drunk on the streets late at night.
Anybody with a brain knew who and what the real target was.It was your reasonable average family shopper in the major supermarkets,buying for home and stocking up sensibly when a decent deal was on, but desperate to raise money the government targetted the drinks industry under the booze pretext for a huge hike in taxes.
The Government cowed the supermarkets to toe their line under possible future threats and the deals stopped.
Now the damage is done,the supermarkets do not owe this government any favours and can now resume competitive deals.

Nice one kudos, Alistair Darling is basically just Browns glove puppet, with Brown pulling all his strings - if this was initiated solely by the brains of Darling, then I'll eat my turd! lol ;-)

No rewarding tactics - just punishing taxes - which will make hee haw by way of difference, and do nothing to encourage those who are actually doing good in society to continue!

Hope you realise that your move over here to Canada will put you into one of the highest taxed Countries in the free world.

It makes me cry when I look at the amount of tax taken from my pay. Plus the amount of tax on top of everything you buy, touch or even fart into.

One of my other big annoyances is that here in Ontario, the price you see on a product is NOT the price you pay. When you get to the cashier you have GST and PST added onto it.

The only thing you will find is that it improves your maths skills, while doing the mental arithmetic in the stores!

The Government persists in blaming 'binge drinking' for increasing the price of alcohol. When will they realise this does little or nothing to stop people drinking? All it does is effectively make the general public worse off and push them into debt, whilst they still continue to drink the same amount they would have if the bottle of vodka was £9.99 but is now £10.50.

Same applies to cigarettes and road tax/petrol

I'm sure you will have a great time there. I visted Vancouver last year and was quite impressed. Haven't been to the island though.

I believe that there is some kind of flat-fee car insurance process there too, which will save some more money than you would in Ontario.

You will also find that the weather is quite similar to Glasgow!

Iam a pensioner with a small works pension.my tax is bill is taking quite a jump,because they have taken away the 10% level.Its getting hard to tell the difference between the torys and labour.

We keep hearing about pensioners,and believe me they get a hell of a raw deal, but those of us who are disabled are also on fixed incomes and would appreciate the winter fuel allowance too.

His towing the labour party line must be waring thin to all posters!
