MORE than 1300 litter louts in Glasgow could face court action for failing to pay fixed penalty fines.

Latest figures reveal one in seven of the 9401 adults slapped with fines in Glasgow have been reported to the procurator fiscal for non-payment.

As reported in the Evening Times, the first court action against five non-payers took place earlier this month.

Since then 10 warrants have been issued for non-attendance and several cases have been continued.

A progress report on the council's £4million Clean Glasgow campaign also outlined the latest action taken to crack down on louts.

Eleven CCTV cameras have been installed in one of the city's fly-tipping hotspots - Govanhill - in a bid to catch illegal dumpers.

Last month the Evening Times told how angry residents in the area called for cameras after enduring months of fly-tipping.

A gate has also been put up at Gaffney's Lane, off Allison Street, one of the hotspots.

Meanwhile, in the West of the city, illegally dumped black bags will be searched in a bid to identify litterbugs over the next four weeks.

A number of major clean-ups have also been organised for Drumchapel.

And a takeaway in Knightswood could face a fine of up to £2500 if it doesn't clean up its act.

Freddies, of Great Western Road, was issued with a Street Litter Control Order by the Sheriff Court for three years, after continually failing to keep its bins tidy.

Robert Booth, city council executive director of land and environmental services, said litter wardens were making a real difference to Glasgow's streets.

He will tell councillors at a meeting on Wednesday: "Their deterrent effect has been significant.

"A real culture change has been noted as a result of this enforcement regime and the attendant publicity."

The council spends £16m every year cleaning Glasgow's streets.

Clean Glasgow, which is supported by the Evening Times, was launched in February 2007.

The campaign, which was extended from its initial one-year run, aims to tackle the problem on two fronts - by educating the public and by cracking down on louts with a zero-tolerance approach.

Meanwhile, the number of fixed penalties given to smokers in Glasgow rose in the second year of the smoking ban - from 20 to 114 - with most offenders among crowds at concerts and football matches.

So Glasgow has more feral, teenage gangs than Londonn and a higher crime rate than New York, but we are intent on stupidly wasting police, court and Children's Reporter time on chasing litter bugs!

Also, maybe Mr Booth would be better spending his time reviewing the very serious consequences of his cutbacks to core services, in the light of last week's road traffic accident involving a child on a busy Glasgow road that until recently had a lollipop lady... do your job sir and please stop trying to score cheap points by getting your name in the paper!!!

I like this scheme. Why should anyone get away with littering? This may not seem like much, but being slapped with a fine might just be the touch of reality a few citizens of Glasgow need!

Lets give up on these gimmicks and ineffective measures.Instead of litter police lets have more roadsweepers, bins been emptied on a daily basis,more visits to schools to educate kids,and lets get the fat-cats in the cleansing services out on to the streets to see what the ordinary citizen sees,dirty streets, areas that have not been cleaned for months possibly years,overflowing street bins,and there are other areas outwith the city centre Mr.Purcell... go have a look!.

I am glad govanhill now has cctv to stop this fly tipping as the area has thousands of romanian gypsys staying there,these are decent hard working deeply religious people who have come to our country seeking a better quality of life and it is not right they should have to put up with rubbish strewn all over the place

Sydney just likes the look of his comments on the board. Big bold letters and italics. He does raise some good points but they are wasted in his negative spewings and most people glance over his comments as they say the same thing day in day out.

You are one big yawn Sydney. Time to change the record and start offering some decent solutions to your gripes

Perhaps we should be looking the reason why we are snowed under with rubbish - the amount of useless packaging suppliers are now using on their products. Cutthis back and we may be able to do something on the rubbish front.

That attitude help explain exactly why it is we have a litter problem in the first place. If people acted a bit more responsibly then all the millions of pounds that are currently spent on cleaning the streets, removing graffiti, dealing with fly-tipping etc could either go to more deserving causes or even contribute to a cut in our council tax.

At Anniesland X this afternoon, I saw a driver in a parked car roll down his window specifically to throw his litter on the road - I see that happening all the time. You two obviously think cleaning up after that kind of moron is a good use of council tax payers money - myself and thousands of other Glaswegians do not.

So you dont think we need any more street cleaners, obviously your another one who does not venture outwith purcells half mile paridise the city centre.Tell me this how often does your nearest street bin get emptied?.We have to phone up when they have been left overflowing,once they were not emptied for going on 5 days and this in an area with three schools,shops and takeaways.So if your happy with catching the odd fag-dropper whilst the rest of the city continues to sink in filth and garbage maybe it's you who has the attitude..

This stuff that Sydney speaks of is as what Renegade said "The Underclass". The government, much like America and Westernised Nations in general have created a society where an underworld would that would thrive on any means possible to stay alive.

Today, we see a thriving empire in drugs for which the government created the marketplace, its obvious that certain proportion of the city populace do not give a stuff as the government have never really gave a stuff for these people.

A whole load of social problems which breed and multiply and in turn creates the news to stir the heads of the middle class voter, used by the scheming polician for his own gain and enforced by the bent copper!

This place is rotten to the core!

So you dont think we need any more street cleaners, obviously your another one who does not venture outwith purcells half mile paridise the city centre.Tell me this how often does your nearest street bin get emptied?.We (have to phone up when they have been left overflowing,once they were not emptied for going on 5 day s and this in an area with three schools,shops and takeaways


I don't know where you live, but it obviosuly gets far more attention than MY area.(and I hardly ever visit the city centre) After numerous complaints from myself to the cleansing dept, and then contacting my councillor I finally managed to get MY nearest street bin emptied once every SEVEN days. On a number of occasions it was left overflowing for TEN days and was only emptied when I chased it up.

I also live near takeaways, shops and schools, (although many of the customers/ pupils don't even bother to use the litter bins that are provided.) I often pick up takeaway cartons and empty cans that have been carelessly thrown down a couple of yards from a litter bin (that is NOT full)

So, you are way off with your assumptions about me. People who throw their litter down on the streets are scumbags and they should either get hit in the pocket or (preferably) sent out to clean up the mess on our streets. If the cleansing dept. wasn't having to use so many resources cleaning up the mess in the streets, then they would maybe be able to provide a better service to the emptying of bins in every area of the city.

Of course those who litter our streets are iresonsible,but look at the expense taking those who dont pay fines to court.For the money you could have dozens of extra streetcleaners.And is it unreasonable to expect bins to be emptied on a regular basis,does this not show that those in charge of schedules,and the work force are not capable of providing tax-payers with the cleansing service other cities can provide.

It is good to see this most effective campaign has been a big hit with the general public. Other people beat me to the punch when they identify it is the fact that people in outer areas have become too complacent and almost lazy concerning litter. The Labour Council has once again delivered on their promise of safer litter free streets. I think I speak for the majority in thanking them for doing so.

Good luck to the non-paying freedom fighters! I guess the council stormtroopers are having trouble tracking down all those Doanld Ducks and Mickey Mouses who gave their dozy enforcers false addresses.. still at least now we know why the fascist government is so keen on compulsory ID cards!!

I agree with you, in fact I seem to remember there were load of sweepers in the city/and elsewhere cleaning up, but still we had streets full of litter, the GCC is doing the right thing.

Maybe eventually all the dirty people will finally get the picture, take their litter home with hem or put it in to an (MT)bin when they come across one.

Just noticed a WDC pickup emptying bins today, haven't seen that in a long while, but then again that just might be that I'm not getting out much these days.

Sorry to hear you don't get out much those days,but we'll discuss the merits of restricting patients rights to leave a secure unit for another time.Let us see an aggressive approach to cleaning our streets,24/7- 365-double the manpower,a stop to shops and households putting black bags and other rubbish in the street awaiting uplift.maybe then people wiil take a bit of pride in their city..

Exactly jrb, you mean let's have the things that other cities do to successfully keep their cities clean year after year, without tying up the courts and making the city look like a filthy laughing stock... you know cities where the authorities are led by people who put civic pride and professional responsibility before personal career advancement and their own puffed-up egos.
