EVERY junior Antisocial Behaviour Order served in Scotland has cost £500,000.

Fourteen have been served at a cost of £7million since they were introduced four years ago, the Scottish Government has revealed.

The cost emerged as community safety minister Fergus Ewing unveiled a new framework to combat youth offending.

It will place more emphasis on early intervention and prevention.

Mr Ewing told MSPs: "It is perhaps no surprise that their appropriateness and effectiveness have been questioned.

"The road to Polmont and Barlinnie is paved with good policy intentions."

The Antisocial Behaviour Bill, which became law in 2004, extended Asbos and electronic tagging to under-16s for the first time, while the police were given powers to disperse groups of young people.

Mr Ewing said an Audit Scotland report last year indicated that their impact in improving the situation had not been demonstrated.

He claimed that if £7m had been spent on creating more choices and opportunities for youngsters, instead of junior Asbos, the outcome "might be more successful".

But Labour's Cathy Craigie said: "When Asbos were issued it would mean that other methods and interventions had failed. It seems strange to measure that as an indicator of success or otherwise."

This was rejected by Mr Ewing who said: "We have to take into account the effectiveness of the expenditure of public money.

The government's new youth justice framework, Preventing Offending by Young People - A Framework for Action, has been developed along with council leaders, police chiefs, the children's reporter and Crown Office.

Mr Ewing said: "This government has clearly signalled our belief that to be effective, action to tackle offending and antisocial behaviour must be taken at the earliest possible stage."

Kelvin Labour MSP Pauline McNeill said the SNP administration had "already been sleeping on the job" in dealing with antisocial behaviour. She added: "You will let generations of people down if you do not fully commit to the concept of challenging behaviour."

Glasgow Tory MSP Bill Aitken said most young people were a "credit" to Scotland but a minority are "problematic". He added we do them and ourselves "no favours by failing to cope with the problems which they cause".

My Goodness glamkitty , that is preposterous, how horrible a thought, it is obscene! I cannot belive you said that ,surely you don't think we we would waste good bullets on them ? Gas them I say! A lot less messy all round!

On a serious note I think that Glamkitty is right. If your life and environment is effectively runined by these people you would feel the same. This is the true feelings of your average law abiding person. Put it to a national vote and we can find out! but I forgot we don't really live in a democratic society.

For gods sake E.T as if the we sh**s don't have enough egoism with these "badges of honour" without giving them the cost they are placing on the public purse.

Lets not give these wee f***ers (as glamkitty put it) any more to boast about.

Clearly we ought to be imposing a time limit on ASBO's in terms of their so called success, and look at alternatives, or better ways to re-educated these youth offenders.

It's refreshing to see a minister take such a pragmatic approach, and be honest in recognising that implementation has been problematic while the policy of actually trying to do something about the problem is sound.

The whole ASBO scheme is flawed - across the UK. I'm no bleeding heart liberal but have seen (and been involved at first hand) in schemes which have offered new opportunities to young people from difficult background. Why not use that money to open young people's eyes to the wider world, learn teamwork and develop some skills.

Easy to dismiss that argument, but we seem to have tried everything else (apart from bullets...).

Agree with your there Big Al,

Its clear that sitting youths in cells 23 hours out of 24, and giving them a telly, and other rewards is not tough enough.

The money wasted on keeping some of our crims locked up clearly doesn't work, ASBO's are failing, so a new tougher approach is needed.

Unless kids try to stay on the right side of the law, due to fear of the repercussions, what hope have we of reducing crime levels, and getting societies misfits into employment, or some kind of training ?

what worries me is...the radicals in other countries are looking for fresh troups and know where to find them,and lets face it, the crap that is into all sorts of crime have no loyalty to any body, probably would join up...just for excitement....they are a bit young at the present time,give them a couple of years then all hell will break loose, then the parent will lament..."ma boy wiz forced into that group."...parents, nip things in the bud immediately YOU are in charge not your child, if you give in to them then you will lose the plot, and when you are much older you will be subjected to the abuse that your child has been subjecting law abiding citizens for too long...think on.

Eventually when it costs more for asbos,trials,prisons and legal aid than what the tax take is, maybe we will get back to the stocks,floggings and hangings; which as well as being a lot cheaper is a good deterrent to others:-)

a soldier freind of ours waited till his son came home from being out very late and was the worst for wear, into drugs booze etc, asked his son to come with thim for a ride, this was at 3 am in the morning and of course not realising the time, the son agreed ,they drove into a place that was deserted in a wooded area, the father got out the car and asked his son for help with something in the trunk...brought out his sons sleeping bag, and pillows and blanket,threw it on the ground and said "some day son you will thank me for this"..."by! see ya," then drove off...the police phoned the next day around lunch time and asked did he know where his son was? the answer the father gave was "as far as i know he left to go to a camp site, is he o.k.? i will collect him in an hour, the policeman sort of laughed, probably thought what a ba*tard of a father, we should all be like that, it had been one of the coldest nights of the year, i guess if you want to be a torment to your parents then be prepared for punishment...revenge is sweet.(no angry words were said at the time and no threats or 'doings'.) i guess the mother did not intervene.

Take it a step further, compulsary enrolment to the army for all those who step out of line with their ASBO's or within the prison system.

Those who think their hard enough, and can commit offenses thinking they'll never be caught, or assault innocent victims should be able to face up to real challenges within the armys strict regime.
