£692M: Price of M74 extension soars to a new high

THE cost of the M74 extension has soared again, to almost £700million bringing the bill to more than £26,000 per foot.

A report published today by spending watchdog Audit Scotland revealed the five-mile, six-lane stretch will now cost £692m, that's £35m more than the price last announced.

The M74's missing link', which is already three years late, is Britain's most expensive road, working out at £26,400 per ft or just over £80,000 a metre.

Audit Scotland blamed poor management for the massive price hike.

The original estimate in 2001 was £245m and the last cost stated, in February this year, was £657m. That was made up of £445m plus an allowance for around £12m to deal with possible mine workings along the route on top of £200m spent.

The study also said inflation in the construction industry and delays caused by a failed legal challenge by environmental campaigners had caused costs to soar.

Transport Scotland said administration costs, buying land and the price of cable and pipe diversions - none of which were included in the original estimate - were also responsible.

The road will complete the motorway network and reduce congestion on the busiest stretch of the M8 through Glasgow. It will also provide links to regeneration projects in the city's East End and will bring much-needed investment in homes and jobs. It is due to be completed in 2011.

The M74 extension is just one of the projects highlighted in the Audit Scotland report which have spiralled above budget.

The study also revealed the cost of the Glasgow Airport Rail Link is also set to rise from the original £210m.

It is now likely to cost between £300 and £400m, although this is due to it being combined with an already planned Network Rail upgrade worth £173m.

The study showed that only two out of five big projects in Scotland - such as new roads, railways, hospitals and prisons - were completed on budget, while many were also late.

Among them was Glasgow's £87m Beatson Oncology Centre, based at Gartnavel, which ended up 30% over budget, including an extra £8m for inflation.

Robert Black, Auditor General for Scotland, said: "Good decisions can be made only if there is accurate and robust information about the likely costs, benefits and timescales of projects.

"There needs to be improvement in the information that is available at the earlier stage."

Conservative MSP Alex Johnstone, Shadow Minister for Transport, said of the M74 issue: "The current SNP Government cannot sit back and relax in the face of the numerous errors made by Labour and the Lib Dems."

Sack the management team... simple!!!

Oops, of course that won't be done because there are too many fat New Labour snouts feeding from that particular trough!

No doubt the £455M of extra public funds needed won't affect the very generous income made by these New Labour numpties; it will of course though reduce the funding for other silly, minor projects like initiatives in education, health and social welfare.

ET: can we have an update on whether the Riverside Museum debacle has broke the £100M barrier yet?

The Labour party has had a long history of being incompetent with tax payers money (local or income tax)so why be shocked or even suprised at this price hike (it wont be the last, thats for sure!!!!!). Some examples are - the millenium dome, data bases for NHS and Social Security, etc.
Nearer home- the science tower, the squinty bridge, etc,
in the future-
the olympics in london and the diddy games in glasgow.

And all those construction machines have got to run on diesel...the price of which is mercilessly rising at the moment. How long will it be before costs hit £1bn for a road which none of us will be able to afford to drive on before long!

instead of blaming george square or holyrood why not claim back lost moneys caused by the environmental ists (good name for them!!) and other muppets who have delayed this much need project since the kingston bridge was built in 1970. wonder what costs were then!!!!

Does that figure include payoffs and bungs? From the 15 February 08 Herald:

Another £200m has already been spent, including £180m paid out as compensation to businesses who had to relocate to make way for the road. The biggest beneficiaries included Willie Haughey, the millionaire owner of Rutherglen's City Refrigeration and, as it happens, one of the Labour Party's most important funders. He got £16.5m. Robert Morris, a furniture maker, received even more: around £35m.

Looked on the internet and found some dates:

Original M74 time scales
- The first tender process started in 2003.
- Work was due to start in 2004
- Work was due to be completed in 2008

Green groups launch legal bit to stop the project which causes at least £20M worth of delays


Now the time scales

- Work starts May 2008
- Due to be completed 2011

You have to remember one of the purposes of this link was to improve transport links to be businesses in the the area surrounding Paisley and further down the coast.

Just makes you think, has business and jobs has been lost because this link was not built?

Good to see a lot of ' lets just keep building roads' muppets online today. A billion quid would have been better spent on other things. But hang on' I wouldn't have saved myslef an extra few minutes crossing the kingston bridge....Doh!

Never mind that company who got millions for a piece of their land which was valued at 5 figures.

Never mind the backhanders and brown envelopes that have switched hands during this debacle.

Never mind that fact that this road was scheduled to be opened this year and was originally costed at £125M.

Never mind that this is Britain's most expensive road.

No, let's blame some tree huggers for all this...

Most Glaswegians would turn back the clock if they could and build an orbital ring road like the M25 in London or the M60 in Manchester instead of an uncompleted motorway blasting through the middle of the city. But that's what we're stuck with and we may as well finish the job now.

What has angered me right from the start about all the greenies in this whole debacle is that none of them have had to sit on the M8 at rush hour or face the stress of trying to rat run around the city to avoid the daily snarl ups because many of us motorists have no other option as the public transport options simply aren't there or are overpriced and unreliable.

It's the classic case of "it's not affecting me but I'll impose my will on someone else who is".

The M74 extension IS NOT 'Britain's most expensive road'.

That honour goes to the *5 times more expensive* (than the M74 extension) Limehouse link road in London, the tunnel route connecting Limehouse to Canary Wharf and Poplar.

It would help if the dire 'Scottish' media got their facts right!
