As much as I agree that our school kids ned good, balanced and nutritional food the culture of junk food and kids eating what they like is far too prevalent.
Try banning kids from having chippies at lunch time, and improve the dinner menu of school dinners to meet what kids want as well as need.
It's all too easy to say FREE School meals must be brought back, but not if the fussy eaters & kids turn their noses up at the nosh.

If I'm not mistaken there is a far more fixed budget for exactly how much must be spent per head. If this is the case, and cost is potentially regarded as more of an issue than nutritional value of the food is it any wonder hardly any kids want school dinners.
Anyone remember the song ?
[italic]"School dinners, school dinners,
concrete chips, concrete chips.
Semolina pudding, semolina pudding.
I feel sick, bathroom quick,
it's too late, I've done it on my plate!"[/italic]
LOL ;-) these were the days!

And how exactly do we do that? Not that I disagree, but it is a democracy despite how you would choose to impose your will on people.
