GLASGOW'S dirtiest businesses have been hit with almost 250 fines in the last seven months, the Evening Times can reveal.
City wardens slapped £50 littering fines on some of the UK's biggest high street names, including shops, banks and food chains.
But the council's zero tolerance policy seems to be working - as many businesses previously named and shamed appear to have cleaned up their act, and the number of fines issued is down.
Our list of shame features 245 firms, some of whom - such as sandwich chain Subway and Carphone Warehouse - are repeat offenders.
The names of the city's dirtiest firms are revealed as Glasgow City Council announced the launch of a specialist team of enforcers to deal exclusively with commercial littering.
Unsurprisingly, takeaways and corner shops across the city were among the untidiest businesses, according to the latest figures, given to the Evening Times by the council and Glasgow Community Safety Services.
But dozens of big names also make an appearance on the list, including city centre stores like Vera Moda, Evans, Zavvi, Thorntons, River Island, Coast and FootLocker, as well as trendy restaurants and bars such as 29 in Royal Exchange Square, Bouzy Rouge in Renfield Street, Firewater in Sauchiehall Street and Brel in Ashton Lane.
Supermarket the Co-op was also issued with fixed penalty notices, as were two city post offices.
Mobile phone seller Carphone Warehouse was the biggest offender, with seven fines, while city centre recruitment agency Stafffinders was second worst with six, and Phones 4 U had five between January and July this year.
Six different branches of bookies' Ladbrokes were also caught out, as were five branches of Subway.
All those caught by enforcers committed at least one of the following offences:
dumping rubbish on the pavements in black bags
leaving bags on the streets outside designated uplift times
chucking out unsecured cardboard boxes
allowing wheelie-bins to overflow
Earlier this year, the Evening Times told how 450 firms were fined between May and December 2007.
Surprisingly, some of Britain's biggest banks featured prominently on the list, with multiple fines at various branches.
However many appear to have improved their waste policies.
This time around only four banks appeared on the list; the Bank of Scotland, Royal bank of Scotland and Lloyds TSB, with one fine each, and the Nationwide building society with two.
The crackdown is part of the council's ongoing Clean Glasgow campaign, which is fully supported by the Evening Times.
Last October they set up the Business Charter and urged all 20,000 city firms to sign up - so far only 800 have done so.
From this autumn a new commercial unit will work closely with companies to develop good practice in waste disposal and recycling.
However the officers will also have full enforcement powers to fine businesses polluting city streets with rubbish.
Despite the recent reduction in fines issued, a spokesman for Glasgow City Council described the number of firms still flouting the rules as "unacceptable".
He said: "The fines being issued to businesses of all kinds, from local firms to big corporate names, make it clear that no-one will go unchallenged in Glasgow's campaign for clean streets and communities."
Land and Environmental Services Executive Director Robert Booth added: "The Clean Glasgow Business Charter is a very important part of the overall campaign.
"We are close to launching a small commercial team that can concentrate solely on that job and, in doing so, improve the performance of our businesses sector in dealing with waste.
"While they will be there to help, they will have full enforcement powers to call on if they need them."
Some of the worst offenders on the list moved to defend their waste policies.
A spokesman for Carphone Warehouse said: "We take litter collection very seriously but unfortunately the company contracted to collect from the Glasgow stores in question were unable to gain access to the store locations during the time slots allocated by the council.
"We have now rectified this situation and are confident that there should not be further issues."
Stafffinders said they
had had problems with their cleaning contractors, which were now resolved. A spokesman added: "The incidents which gave rise to the penalties were not the fault of Stafffinders and as a responsible business we would never set out to intentionally commit any offence.
"Stafffinders entirely supports the Clean Glasgow and the Evening Times' War on Litter campaign."
A spokeswoman for Subway said the company supported litter patrols and trained all staff in "refuse management".
She added: "Subway stores in Glasgow have a contract with the council for refuse uplift on a daily basis.
"Subway is investigating the recent refuse fines on five of its stores."
A spokesman for Ladbrokes said since the fines were issued the company had educated staff and improved waste disposal procedures.

Erm, Sidney, the whole story is actually about about fining businesses for leaving rubbish on the streets, regardless of your thoughts of when it's too little too late or whatever. Did that pass you by or do you just write these comments in advance?
And as for "It's about time the companies who actually generate the rubbish accept some of the financial responsibility for its uplifting."
Well, I'm sure that they already do. What seems to be the problem in many of these cases is the timings of collections. I'd imagine that's quite difficult to co-ordinate between the timtables of the refuse collectors you pay for and the timings imposed by the GCC. If I ran a business in Buchanan Street (and I'm not a business owner), I'd be mightily **** off at GCC's actions, or their inflexibility.
Businesses pay rates, and regardless of your thoughts on consumerism retailers do help keep Glasgow's status as a 'destination' city alive. The clowns at the council should target individuals anyway - it is filthy individual glaswegians who do most to bring the city down, not businesses. But there's only one regulator - the Council itself. Seems to be a case of the Council being both poacher and gamekeeper.

It's just the latest in a long line of GCC diasasters, I see now they've even decided to move Guy Fakwes night (again) just so that they can all go and watch their beloved Celtic!
