Slum housing takes both slum landlords and slum tenants, perhaps?
Landlords might be shy about their responsibilities to maintain the fabric of the tenements but the lack of repairs is surely compounded by the behaviour of some tenants that cram themselves in like sardines and don't dispose of rubbish the proper way.
What's not going to help race relations, defined here as being caused by overcrowding, is if the eastern european migrants get secure tenancies in social housing and the resentment that will stem from this.

As I've already posted on historic threads, the local council has lots of options to make the landlords accountable for the condition of their properties and encourage tenants to live more cleanly.
There's plenty of legislation out there so it is up to them to enforce it. Clearly, for the substantial number of properties to end up in this condition, they have been weak in this area.
They can ensure all rented property is listed on the landlord registration scheme and issue rent penalty notices if it is not or prosecute landlords who evade this, prosecute landlords whose properties have health and safety breaches (including HMO non-compliance), carry out emergency repairs and bill the owners, put a charge on properties where owners fail to pay up, prosecute the owners and tenants who flytip and do not clear up dog mess.

It is very easy to blame both landlords and tenants, but what gets me is why the hell these people are allowed to come into this coutry to live on handouts from the Government.

Mainly affected are around 2000 EU migrants, mostly Roma, from Eastern Europe, and the association says there's a lack of Government support for them well send them scroungers back to where they used to cause problems for not needed here and why sam do you remove comments related to your articles?????

He imposes a compltete block on immigration with only exceptionallly talented people entering the country . He instructs all illegal immigrants already here be thrown out immediately . No one here illegally will be treated on the N H S and will not receive benefits . Immigration is a major issue to our country but Brown will not solve it .

Thistlemad, I agree with you. English should be the primary language in any English speaking country.
Too, we have the exact same problem here with Mexicans. They come here, get a low paying job, live sometimes 14 in one flat, earn money to send back to Mexico. Ruinous! They need to go back to their own country!

People here ought to look at the laws and legislation created by the muppets in government which allowed for such a slide in our society.
Labour done a good sweeping job, the Tories would have not allowed it to happen.

What about Govanhells own home grown common or garden inhabitants whose offspring are allowed to run rampant and who terrorise the neighbor hood without any migrant or immigrant face to be seen. Or are they as we are led to believe not the ones doing the dumping or causing the problems just the ones whose lives are blighted by all around them. Bull!! Many of the inhabitants of the streets mentioned are more than capable of causing this. Get the decent people out and raze it to the ground its a breeding den of filth, crime and anti social behaviour

He found them to be lazy, unable to read basic plans, unable to communicate reasonably in English, unable to complete even ROUGHING joinery when they claimed to be FINISHING joiners.
Sad fact is, too many Scots are too spaced out on drugs or drink or simply can`t be bothered working.

An interesting article I read gave a different perspective - namely that the vast majority of the eastern european tenants were in employment and were afraid of the indigenous population because of the high level of alcoholism and drug addiction.
It's always a shame to wander down the vicinity of Viccy Road and see so many wasters.

Why not make Govanhill a conservation area like Hyndland is?
I was kind of laughing as I typed this! But you know what I mean? - the area could be really handsome if there was some kind of protection and designation of status and its renewal taken seriously.
We've got an area of potentially lovely tenements bounded by a park with loads of independent shops.
Despite this, we've ended up with some kind of sub-east London social housing ghetto despite the fact that it could easily be a relatively attractive area.
Areas of Peckham (I'm laughing again) were actually massively improved through a programme of improving the street furniture, etc (making parts of it much prettier to be stabbed in than before!).
Other parts of London underwent big clean-ups inspired by the 'broken window' affect that vandalism that gets tolerated sends out the signal that crimes will also have no comeback.
Something a bit systematic and thorough to regenerate the area would be better rather than prosecuting the odd rotten landlord.

A decision on the outcome of the RRRI fund has finally been made.
The Scottish Government Equality Unit’s Race, Religion and Refugee Integration funding stream is designed to improve the lives of minority ethnic and faith communities in Scotland, including refugees, asylum seekers, migrant workers and Gypsies/Travellers.
£5.5m funding has been made available from 1 July 2008 to 31 March 2011 for a range of projects working in the race and faith equality and refugee integration field. Voluntary Action Fund (VAF) will monitor and manage the grant scheme and will provide a package of support to the organisations receiving funding. This ensures that as well as receiving funding the projects are supported in a way that allows them to build capacity and share learning.

I still had to pass a points system, have a medical & prove that I had enough money to settle, plus sign a declaration that I understood I couldn't claim ANY benefits for a year. As part of this process I had to be proficient in English or French.
Why didn't Britain adopt the same policy that it's fellow commonwealth member, Canada did 11 years ago?

One of the biggest problems is actually the "dual citizenship" and dual passport holders.

I have lived in London in the past, including Peckham, plus the southside and West End of Glasgow, so I do in fact feel qualified to make these comparisons.
That's why I worry that complacency and random acts of landlord prosecution will not stop Govanhill from degrading further, reminding me of all the social nuisances that persist in various parts of London but some of the programmes that have been successful there in urban areas.
Which is why I would prefer Govanhill to be like the conservation area of Peckham and not the area north of the high street.
By the way, why do I have to justify myself while you come out with the snobbish vision of Govanhill being an artistic enclave free from impoverished minorities living there?
