105,000 city families in fuel poverty

AROUND 105,000 Glasgow families face a miserable winter because they cannot afford to heat their homes, a report says.

Earlier this year city councillors were told around 72,000 families did not have enough money to pay heating bills.

Tomorrow the council's executive committee will be told that number is believed to have soared by another 33,000 due to two recent substantial fuel bill increases.

They included a 35% rise in gas bills and 9% on electricity from Scottish Gas in July, while other firms have also imposed major increases.

Of the 105,000 affected families, about 35,000 are estimated to have "extreme" problems finding the cash to stay warm.

Households are said to be in fuel poverty if they have to spend at least 10% of their disposable income on heating and lighting.

In an attempt to ease the problem, Glasgow's councillors will be asked to set up a team to advise people struggling to pay.

That could include ensuring householders make the best use of energy in their homes, advising on the best possible fuel tariffs, and helping those who qualify to access special low bills available to the most needy.

Advice workers are likely to travel across the city to host regular sessions in the offices of organisations such as Citizens Advice, Money Advice, credit unions and housing associations.

They would also meet individuals referred to them and talk to people in their homes.

George Ryan, council spokesman for development and regeneration, said: "Fuel poverty is a major issue for the city and the numbers mentioned are staggering.

It is obviously a huge concern for the council.

"We want to create a team of experts so the council can be the conduit to get the money flowing to the people who need it the most."

The move was welcomed by the charity Help the Aged Scotland, which said the majority of people in Glasgow suffering fuel poverty are elderly.

A spokesman added: "Many people cannot afford to switch the central heating on because it costs too much.

"Also, many older people do not have access to the internet, so they lose out because they cannot access the price comparison sites."

A spokeswoman for ScottishPower said it backed any scheme aimed at helping the most vulnerable manage their finances.

(In the tone of sarcasm) "Yeah i am sure that all that money coming in from the "tourism" will filter down and help those families in poverty who cant feed their kids or keep them warm".

You just have to read Dickens "A Tale of Two Cities" to see Glasgow is closer to Dickensian levels of deprevation that anything portrayed by PR people trying to "sell" Glasgow as a playground for aimless, affluent, empty, hollow, emotionless, dirtytanned global tourists who will take photos of the local beggars and walk around trying to look "normal". I just got a letter from my gas suppliers this morning saying that my direct debit of of £35.00 per month is going up to £75.00 per month its a total joke. I have hardly put my heating on and phoned them up and said they will look into it and phone me back yet again i will be waiting agaes for them to phone me up. Ill just be cancelling my direct debit untill they sort this out.

105,000 families? That must be over 315,000 people, which is over 1/2 the population of Glasgow can't afford to heat their houses. I'm sure if most of them stopped drinking alcohol and smoking cigarettes they would have little trouble. I have serious doubt about the 105,000 figure.

Quite agree - people still have cash for alcohol and fags (and trips following football teams across Europe) yet claim not to have money to heat their homes.

105,000 families in fuel poverty and only this week we hear the news that BP increased their 3rd quarter profits by 150% to £6.3 billion.

In our economically distressed times it seems that the power, gas and oil companies are making ever and ever larger profits at our expense.

Why is Gordon Brown allowing this to happen?

Why is there so many off licences and booze outlets like pubs in housing schemes and deprived areas?

Why do more people smoke in deprived areas than anywhere else?

Who claims they do not to have money to heat their homes. ?

I can't see any names in the report.

As such, nobody mentioned any football supporters having to find cash for their energy bills.

Hmmmm, maybe a dig at Celtic fans perhaps, seein they are the only team from Scotland still in European competition.

May as well ban everything then, including Christmas anmd then people will have lots of money to keep warm.

Like thats going to happen Tarry, besides I think if you were to say to people to stop doing what they have been doing (probably for many years) they would give you a piece of their mind, maybe an assault or two, depending on the individual

I guess a lot of people can't cook and probably refuse to cook

'Fuel poverty' means you need to spend 10% of your DISPOSABLE income on heat and light. That leaves 90% for booze, fags, pies, bookies' lines etc.

What exactly does 'disposable income' mean, then?

paul, that is too high, if i were you i would certainly object, it works out at nealy 20 pounds a week,or to be accurate about 2.55 a day for 30 days...i honestly think the assesor has over assesed(not unless you have a 5 bedroom home and the heating is on continualy summer and winter, which i doubt.

They canny even feed your wean at school for free, not even a free cold school meal, and the above wants to pay experts! Are they ill? They so dettached from the city?

If you have "access" to the internet then getting shot of that and your tv subscription will probably save you more money than any price comparison site.

You hear about the "poor" having to make the choice heat or eat, what about working families who have to choose between heat,eat or pay the mortgage?

No. The definition of fuel poverty most bleaters use is 10% of your income, not of your disposable income. As such, the poorest of all do not qualify for help as they can not afford to spend 10% of their income in the first place.

Great idea from the council.

Teams of visitors will go into the schemes and talk to those in fuel poverty. Only those who can "detatch" themselves from the tragedy will fill the posts. This guarantees a high uptake of the new jobs because if any workforce can detatch, it's the council's.

Flexitime will be available and a cresh provided for worker's children. 6 weeks annual holiday, augmented by unlimited sick time on full pay will prove attractive.

The successful applicants will visit typical Glasgow tenants living in abject poverty, in slum housing that wouldn't have passed a 4th year tech drawing schedule, with no savings or assets, stressed by their anti-social environment.

The ultimate will be to show tenants how to "air their house" properly, because no admission of "damp housing" can be entertained by LA's. Also, inform them to wear a scarf and hat in the house and if they are at home alone, to lie in bed with a hot water bottle.

Each visit will last about half an hour but put 1 hour in your diary, unless it's a Friday when you just become "unavailable - he/she was at their desk 5 minutes ago", or it's near half-three. In this case you phone the client and explain you will need to come on Monday next.

GIVE US MORE MONEY OR CUT THE OBSCENE PROFITS!

the idea of telling aged residents to wear a wooly hat ,warm socks and thermal clothing in the home because of insufficient heating is as old as my grandma, a politician gave that advice about 35 years ago....things do not change much(he was probably sitting in the 'old boys club' in front of a glowing fire having a brandy! would'nt it be nice to have CONCERNED leaders? instead of the....W G A S mob. or as i have heard the gentry say.....here is a coin for the phone, go phone someone who really gives a shoite.

I do agree with you Thislemad.

Gordon Brown is letting this happen, because he has lots of money and does not have to worry about the increase.

Call me a racist, I don't mind because everything that Thislemad stated was completely true.

No Emily we are not stupid, maybe its you that is stupid, because you do not understand, I also learned that they give the immigrants a car, the government are proud to do this, the reason they get the car, the government has decided that they do not speak English so they cannot tell the bus conductor which street they wish to alight at, therefore the car.

thistlemad, it’s worse than that, hundreds of thousands, or is it millions? across Britain, of asylum seekers are granted heating and lighting entirely FREE ....

Asylum seekers do not pay for gas and electricity supplies. The British taxpayer pays their heating and lighting bills. Asylum seekers can heat the free furnished accommodation Glasgow City Council has housed them 24 hours a day whilst some of the indigenous will have to choose, eat or heat.

there was an incident a while ago where a lady who had become widowed and needed to sell her husbands car...she did not drive, and she put an advert in the local newsagents that the car was for sale, a young foriegn gentleman came to look at the vehicle, spoke with the lady, agreed on a price, said he would be back with a certified cheque, which he did, the cheque was from department of social services(it was explained that he needed a car to look for a job, the people who heard this story, scottish by birth, tried this opportunity and asked if their son could have a car,.....yup you guessed it, they got chased,NO joking!.
