THE Justice Secretary has called for the transfer of more powers over drink-driving, before a debate on Thursday at Holyrood on plans to reduce the limit.
Kenny MacAskill has asked UK Transport Secretary Patrick McLoughlin for the devolution of powers over breath testing and drink-drive penalties.
