Greenlaw Village, which will be built on a 6.14 acre green belt site immediately to the east of junction 4 of the M77, will feature shops, restaurants and a health centre.
Supermarket giant Tesco will be the anchor tenant with a 4000sq ft shop within the 18,000sq feet retail parade and several other tenants, who have already signed up, will be announced later.
Phase one of the development, by Glasgow-based Gleniffer Estates and the Livingston-based Walker Group, will also feature a restaurant, public square and alfresco dining area.
Other retail and restaurant units are still available but despite the unsettled economic climate developers are confident they will be filled.
They insist its proximity to Newton Mearns, the M77 and a future development of 480 houses, a new business park and a hotel by Elphinstone will ensure its success.
Revealing the plans, Bryan Wilson, managing director of Glasgow-based Gleniffer Estates paid tribute to the Walker Group and Clydesdale Bank for their vision during an uncertain financial period.
He said: "I would also like to thank East Renfrewshire Council and Elphinstone for their support during the initial design process.
"Greenlaw Village will provide important local services to people in the Newton Mearns area and those using the M77 and will also create a significant number of jobs in both hard-hit construction and retail sectors."
Building work starts on Monday and construction is expected to be complete by March next year.
Developers estimate up to 300 jobs could be created during the development which won detailed planning consent from East Renfrewshire Council in September last year.
It followed the controversial release of greenbelt land from the authority to cater for a housing shortage in the area.
Cairn Housing Association sparked anger in April with plans for 304 houses on a green strip next to Rouken Glen, Deaconsbank Golf Course and Walden Wood on the boundary between Glasgow and East Renfrewshire.
Greenlaw Village's lead contractors Marshall Const-ruction are already on site.
Walker Group chairman Mike Walker said: "In these economic times you can't completely standstill.
"Fortunately the group is in a strong financial position. This is a prime project and we have great people and support.
"It's having great people and treating them the way you wanted to be treated yourself that is the key to project being success."
