Holmes has admitted he would jump at the chance to join the Parkhead club.
He said: "I am a Tranmere player and I will continue to give 100% for the club.
"But I want to play at the highest level, and if a club as big as Celtic want me and agree a fee with Tranmere then I would move to Scotland."
