A BACKPACKERS’ hostel which neighbours claim is a “permanent party place” is appealing a council planning decision.

Caledonian Holiday Managers Ltd - which runs Hot Tub Hostel on Berkeley Street - had a retrospective application rejected by Glasgow City Council last year.

The change of use request, from office premises to residential accommodation, was submitted in June 2017, despite the property acting as a hostel for around seven years.

Neighbours objecting to the bid listed a string of incidents, including a guest unconscious on a skip outside and a couple acting inappropriately in the hot tub.

A neighbour, Graeme Shearer, said: “The hostel is run as a permanent party place not a cheap accommodation for young travellers.”

He claimed the hot tub often causes disturbance late at night, with “singing and chanting until 4am”.

Mr Shearer also photographed a guest “unconscious on a skip” outside the hostel.

“I went down and tried to wake him with no success and felt it necessary to call an ambulance.

“They could not wake him either and they called the fire brigade to get him down.

“He was taken away in the ambulance and I have no idea what happened to him.”

Planning chiefs refused permission in July last year, saying the hostel “is detrimental to the amenity” of nearby properties.

But the hostel’s appeal claims a planning officer ignored an email during the initial process, denying them the opportunity to discuss any concerns.

Arthur Neil, the applicant’s agent, said: “The issue of the hot tub and noise could have been discussed and resolved - even if it meant a condition removing the hot tub.

He added the hostel had been operating for seven years but the refusal did not note any previous noise complaints.
