Stuart Robertson also pictured the 16-year-olds and followed them through Glasgow Green in July this year.
The 40-year-old pleaded guilty today at Glasgow Sheriff Court to impersonating a police officer.
The court heard that Robertson was drunk when he approached the two girls and a boy.

His lawyer Stephen Dryden said: “He told them on two occasions that he was an undercover police officer.
"He clearly wasn’t a police officer - it was drunken stupidity on his part.
“He has no recollection of what happened but accepts the evidence.”
Sheriff Tony Kelly deferred sentence for reports until next month.
He said: “This is potentially a serious matter and had the intent to deceive which is quite sinister especially with the location.”
Robertson, from Airdrie, was bailed in the meantime.
